x300 no reverse or forward

x300 no reverse or forward, neutral pin is engaged. I have noticed however with someone else sitting on the seat and the engine running the pulley/fan on the hydro is not spinning. When my wife pushes on the forward or reverse pedal it does spin. I always thought i remembered the pulling would spin all of the time.

The belt should go loose with the brake on thus the pulley should not move.
When the brake is off the belt should go tight & the pulley should move.
If the pulley is not moving then the belt might not be in the right place or the pulleys that tension it might be broken.
