Won,t rev up

Had the engine apart to replace broken connecting rod an governor ,now engine starts fine but won't rev up,unless you pull the governor rod to carb

Either the govenor arm is on the wrong place on the shaft or the springs that pull against the govenor are are missing or in the wrong position
