Where is this tube suppose to go?

I noticed a small amount of gas leaking from the end of this tube... Is this tube suppose to be connected to something? The engine starts....

This is a Briggs and Stratton Vanguard 18hp motor on a Simplicity Regent.

I did see something on the carburetor that looked like it should fit to (see arrow) ...but when I tried to start the engine, gas was from out of the carb into the air filter area (engine didn't start..)

I'm a real novice when it comes to engines, so that's for any help you can offer!

Somewhere below the carb... not sure where/how to explain. If you look at the second pic, follow the tube and you see it goes below the carb.

All tubes are connected to fuel pump, so I know its not that...==.

Looks like a carb vent tube. The other end should be open to the air. The filter in the middle is to prevent dust from entering the carb.
