What are some reasons for my single cylinder not idling down after its warm?

I've tuned the carburetor multiple times and ive checked for gasket leaks i havent found any yet. It does idle down when it hasnt been ran much but once it gets warm there is no difference from full throttle to idle.

If the idle speed screw is not touching its stop, there is a problem in the linkage. Maybe missing a spring or hooked up incorrectly?
