Engine Walker Electrical Problem

I have a 2005 Walker MT20. It would not start, the battery was weak, I replaced it and now it will start fine but when I push lever for forward travel the engine starts to shut down. I can pull back and it will keep running. It is like a kill switch is enganged when I try to go forward. It will travel in reverse fine.
I disconnected my seat kill switch, but did not make any difference. I have tried it both ways. Also the voltmeter is over in the red as if it is overcharging.
Any ideas?

What about replacing the neutral safety switch? How can I check that? Anyone??
