Walker 18 HP Vanguard

I recently acquired a low time (300 hour) Walker Super Bee powered by 18 HP Briggs Vanguard. It seemed to run well initially but now appears to be too rich. It emits black smoke, blue as if oily and consumes no oil.
The choke butterfly is full open and air cleaner appeared clean but was replaced with new anyway. Still rich.
I replaced both plugs with Denso's, old plugs were sooty. After a few minutes operation, new plugs when checked were already sooty black.
Is there a carb adjustment screw? I didn't see any form of adjustment in a quick look and don't have an engine manual. If there is a shop manual available with "symptom/remedy" please let me know where to obtain.

The main jets are held in place by rubber O rings which go bad after a time
Fairly sure the idles jets on that one are also O ringed
Get yourself a rebuild kit
Could also be a failing float valve
Tip the carb upside down. the weight of the float should hold back 5 to7 psi
