Vented Briggs cap on Generac V-Twin

I'm trying to figure out a) just how this cap works and b) if there is a "fix" for its current behavior.

It's marked "Kelch Cedarburg WI" with "66" on one side of the rim and "2" on the other. Off a 19HP V-Twin on an older Generac 10000EXL.

Generator was stalling out; fiddling with the choke could keep it running. After playing around a bit, I discovered that (so far) it runs fine with the cap loosened, and every time I loosen it I hear a hiss coming from the tank.

Called Kelch, who are still around but apparently no longer in Cedarburg. They gave me the run-around and promised a call-back, but then did not.

It has a ball-bearing sounding something in the inside tube, and a tiny red ball on the very end of that inside tube.
Can anyone here tell me how it works, and whether it's "fixable?" capBottom.jpgcapTop.jpg

So when i first read this i thought, "how expensive could a gas cap be, just replace it"
Ha.... $90 bucks.
You may see if another cap will work.
like a rotary 8935.
