Snapper would be one of the best choices.

Snapper is the best. Craftsman RERs are not to bad.

Stay away from the weedeater and john Deere.

With just wanting to spend $200 the wheel horse for $175 would be ok. If it runs and cuts.

The case is a very good ride.
But parts will easier to get for the wheel horse.

Get the case if he will take $200

I would have to cast my vote for a Snapper. When we retired to the country 12 years ago, I bought a used Snapper 33" mower, as a "temporary" rider to use as I got a yard established. I am still using that old workhorse and now mow well over an acre with it. I've had to spend a few dollars on it...starter solenoid, new front tires, Blade, muffler, etc., but it is still running good. I have saved for a decent ZTR, but until this old Snapper finally dies, I am going to keep using it.

It looks good.
The deck looks to be in good shape. I don't see any dents. Clean it up then hit it with some spray paint.

You can find parts for.
Just with the wheel horse or a snapper everyone and their brother have parts.

I would get this.

Check the blade. Grab it and try one wobble it up and down. Make sure there is no play in the spindle.

My vote also was for snapper.
But in his price range of $200 I will say any snapper he finds will need some kind of work.
