Turf Tiger Kaw 29HP not charging

My 2006 Turf Tiger 61" with Kawasaki 29HP has a charging/voltage problem.
When the battery is fully charged it reads 13v with key off. When the key is in the 'On" position, the reading drops to 12.53v. When started and running, the voltage drops to 12.38 and when the PTO is engaged, I can watch the voltage drop steadily from 12.28, .27, .26, 25, etc. Eventually the battery goes dead and needs to be jumped. This discharge process can take 1-2 hours of mowing.
I've recently replaced the starter, which was blowing fuses, and also replaced the voltage regulator.

The starter can not blow fuses as it is energised by the solenoid which is not fused .
Sounds very much like what happens when the alternator is wired backwards to the battery .
