Read post #10 again.
Install a 7-10 amp fuse in the pto lead and test.
Also look at the existing fuse holder carefully. I've seen fuse holders that do not make good connection at the ends of the fuse and they EVENTUALLY get hot and melt the fuse due to a bad connection INSTEAD of a current overload. The fix is to install a new fuse holder.
Your ohmmeter seems to be not reading correctly.
If your fuse holder is the automotive type you can get fuse breakers for such. You can also get fuse holders for them as a kit.
You need to do more logical electrical testing BEFORE throwing big bucks at a PTO clutch.
I would consider reading the pto amps using a 10 amp meter.
