I just bought it thinking it needed just the carb cleaned but it continues to bounce the throttle (arm). It also seems to run smoother once you pull the choke lever in a little and hold it there.

What would be other things/signs to look for as this mower was used sparingly but I think he kept it in his garage for some time without running.

you still have something restricted in the carb take it back apart and clean it again if you can get some carb soak and soak it for 30 mins or so

You also could have a leaking carb to engine gasket allowing air to seep in giving an incorrect air/fuel mixture. When you slightly choke it, the choke restricts that extra air and making it run smoother. with engine running, spray a little carb cleaner around the carb to engine area. If you notice a big change in engine speed, you have a leak.
If thats not it, clean the carb/main jet.
