troy bilt pto

I have a 2011 troy bilt horse xp. I changed the blades and had to change the steering rod also, now put back together and the pto wont engage.it will move a little but not enough to tighten the belt, also the brake wont set. is this the problem? if so how to fix model#13wx79kt
