It starts but runs ruff then quits

Could be: Low fuel delivery-dirty carb, Pull air filter. Get it running, give short squirts of carb or brake cleaner into throat. See if you can keep it running.
Choke not opening. Pull air filter and look at choke plate when running.
Plug fouled from running rich - pull it, clean it.

I just put a new carb on it and when I started it that is when it wouldn't stay run or run ruff,,

what lead you to put a new carburetor on it? not starting at all?
aftermarket or OEM carb?
