Troy-Bilt 12AV556O711 at full throttle?

Hi,
Newbie here!

So, I found a Brigg & Stranton self propel lawnmower model# 12A-566N711, that I've been trying to fix.
I've managed to get it to start but it seems to be running at full throttle at all times.
Throttle seems to stay open and can't manage to adjust.

I tried looking for this model throttle governor position but I have no luck.

Can anyone help?
I'll add pictures as reference...

I've cleaned all internal throttle parts, so that's good!
