trouble shooting Craftsman dys 4500 model 917287261

Bought a used Craftsman dys 4500 - Briggs & Stratton motor, Intek twin 24 ohv - has set in a garage for a couple of years but has run great on a couple of mowings, little over an acre of land, went to crank it this morning and the motor won't turn over, put jumper cables on to see if it was the new battery, still won't turn over, it's as if the motor is locked up?? Anybody have any idea of what's going on? Any help with this would be very much appreciated.

Pull the spark plugs out & try again.
Turn it over by hand because if the cylinders are full of fuel they can spew out then ignite ( not pretty )
