Tracctor wont start but seems to be a safety issue maybe

I was driving the mover and accidently pushed the throttle to far and choked the motor. The tractor was in motion and now I get nothing then I try to start it. No battery click or anything. is there any safety mechanize that might be stuck?

was you mowing if so did you disengage the blades is it a electric PTO for the blades

It was not engaged so I was not cutting at the time.
