Toro ZTR stuck

I have a Toro Z5035. One of the drive wheels won’t turn. Even with the transmission disengaged it still won’t turn. I can feel the motor lug down when I push the lever forward or back. The lever also feels stiff when I do this

Sounds like the parking brake is stuck in the on position some of the Toro's use a tooth style brake wheel with a arm with opposing teeth that interlock for braking. I have seen that small arm stick and not release the brakes. So need to look down around the transmission. Normally located on the side of the hydro facing the area between the hydro units

it was the brake cable. When I took the brake loose the cable just fell off. It was broken about 8 inches into the sleeve it’s in. Thank you so much for you advice & help
