Tested the battery, its showing 12v. cleaned the air filter. when I use a voltmeter to each side of the Solenoid it shows 12v. when I place a screw driver across the post of the solenoid the same thing occurs when I use the key. Loud clicking noise. it tries to start but won't.

Any suggestions?

Remove the spark plugs & try again
If it spins freely and nothing comes out of the plug holes then check the valve lash
if it spins freely after it spews fluids out of the plug holes then you have a hydro lock & the carb needs to be removed cleaned & rebuilt .

Your battery is dead. You can't tell jack about a battery with a simple VOM. You'd need a specialized battery tester.
