Had a similar issue. Turned out a wire passing through a sheet metal housing had rubbed itself bare and was arcing against the metal shorting and blowing fuses.
Exactly. Anything is possible as that is why I posted the wiring diagram. But it takes knowing what they are looking at on their end as we can't things on this end or know the experience level of person on the other end.

Still sounds like the starter, pull it off the machine , clamp it down tight and put 12 volts on the terminal and ground the starter it should spin freely if it doesn't it's bad , just touch it off on the terminal don't hold it on there for very long
