Toro time cutter ss5000 won't start. No click

Got a new battery. Didn't fix it.

Changed slenoid. No fix.

Bypassed the brake actuator, NOW it will at least try to crank but won't start.

Could it be the starter? And how would I know?

Most likley culprit will be the brake module

To start: set brake, push control handles out, disengage the blades, put a bag of cement in the drivers seat. Does the engine turn ,now you can stand beside the mower and check (trouble shoot). If engine turns but does not start fuel cutoff selnoid is suspect, fuel filter, fuel lines.
