Toro Super Recycler, Model 20037 self propelled unit will not disengage.

One of my neighbors brought his old Super Recycler over. Problem, when you start it the right rear wheel is engaged and it wants to go!!

Any suggestions on where to start? Thank You!!
 
Grabbed the bull by the horns as they say and cleaned/disassembled/lubed most of the rear axles, wheels and such. The Personal Pace will now disengage, but one issue remains. As you gently push down the speed goes from slow to fast in a heatbeat, there's no in between...
 
How did you adjust it. I know this may sound like a dumb question, but I’ve seen people do it backwards more than once. Also, is the Personal Pase spring, right side under the handle, broken?
 
This one has one spring on the handle, left side when you operate - not broke.

Adjustment - Loosened bracket, slid cable jacket towards mower til cable was snug, tightened bracket.
 
According to the parts diagram, the cable should be on the left hand side of the handle and the return spring on the right hand side. I adjust the cables so there is about 1/2” of slack in the cable when the handle is all the way back.
 
You are correct again. I have this machine operating way better than it was. Pressure washer took off about 3-4 lbs of crud. I replaced the oil fill o-ring, completely clogged air filter, cracked gas line, changed the oil and fixed crack in the plastic fuel tank. My neighbors an older gent I'll let him decide what, if anything is next.
