When troubleshooting any electrical device, what is the first test?

Is there power available? As in the wall outlet good and has power available? In your case the battery LOAD TESTED and proved good? You just load tested and found 7 volts DC. That is too low. If under LOAD, drops below 10.5 volts DC, either you need to charge or replace the battery.

Start from or with a known good. As is a strong fresh battery or say a solid 120 volt outlet. Progress forward with your testing.

If battery load tests good after charging, begin cleaning terminals from battery to starter, hot and ground.

Bad battery, time to replace.

You are right. I just bought a new battery in May and it was bad. Replaced and starting like new. Thanks
