Toro Recycler Guaranteed to Start - Not

I have an older Toro Recycler mower the is tough to start when cold. Sometimes I try a dozen pulls, then I squirt some gasoline into the carburetor and it starts. Is there any way to add a primer into the engine for cold starts?

Is this another Briggs autochoke?

Take pictures or better yet, video of it with the top engine cover removed. Post it on youtube. Link it here so we can SEE what you are working on.
 
Don't be harsh on the engine too fast. I bet when new it was a one pull superstar.

Probably never had any maintenance done. Cooling fins all packed up with debris. Valve clearance inspection I know what is that. LOL
 
Please post your units model and serial numbers so we have an idea of what engine you have. That way we can advise you on how to proceed without guessing.
 
You are missed thhe last number in the madel. I’m assuming you have a Honda engine so there are two things I would check. First check to see if the choke is fully closed at start up. If it is closing fully I would be cleaning and rebuilding the carb, making sure the the float level is set properly.
 
Something in the choke mechanism is on the fritz or there is an intake manifold leak. Probably needs valve clearances checked too as Slomo suggested.

With your serial number your unit is either a 2003 or 2013 model. If your model number ends in 2 or 3 your unit will probably have a Honda engine. If it ends with a 4 it will probably have a Lomcin engine. Here is a service manual for the Loncin engine. https://www.toro.com/getpub/70678 Very difficult to find service manuals for Honda engines. There is no easy or cheap way to add a primer system to either of these engines. I find it hard to believe that you have a valve problem or manifold leak and I experience would have me looking a the carb as I posted eariler.
