Mower deck Toro Mx 4260 will not cut at 4.5" as advertised

The deck is level side to side and front to rear. Im not sure what else to do. Thanks for all the help folks!
Ok, so the indicator is indicating 4.5", but the blades are actually at 3.5"? Can you not simply adjust (raise) the entire deck so that it matches the indicator?
One other thing as an aside. When you say level all the way around, do you mean truly level or level to that make / model specs?The deck is level side to side and front to rear. Im not sure what else to do. Thanks for all the help folks!
