The mower runs but makes this sound.. any ideas?

That is surging
Surging happens because the fuel:air ratio is too lean to maintain constant speeds
So either the carb is not putting enough fuel into the engine or air is leaking in after the carburettor
Usually it is because the carb is dirty
You will find cleaning instructions at outdoorpowerinfo

thanks so much. the carb is brand new! really think it would be that dirty? it looks clean.

air could be leaking in to the engine?

Get a trigger bottle of WD 40 or similar
Remove the bonnet
Start the engine and saturate the area between the carb & the engine
If it starts to blow white smoke or the revs suddenly change then there is an air leak,, loose bolt, broken gasket , warped manifold , warped carb flange .

Clean inside where the fuel runs ?
Float too low ?
Fuel tank outlet partially blocked ?
Bit of corrosion in the main jet ?
Fuel filter blocked ?

Search "surging"
you will find enough material to keep you reading for a month

Thanks for your help again. Looked in the engine manual for surging and it said adjust the governor setting. I switched a spring with the throttle control and it seems to have to stopped.
