Toro lawnmower surge at idle when blade not engaged

Linkage ,,,,,,, Does it surge when you engage the blades and cutting your grass ????

No just when it's at idle. I do notice when it is at idle the blade is spinning but very slow. Like it takes 30 seconds for the blade to complete a rotation, even though the blade is not engaged.
