This engine has been sitting out of the mower for years, (mower is missing in action) but appears in good shape. I get fuel to the injector pump, but not into the lines that go to the injectors. The electric pump and cutoff solenoid work well, but I'm not sure of the correct procedure to start it. I pulled the pump and everything looks great. Any suggestions as to the exact procedure to start it? I want to use the engine in another machine (not Toro,) Thank you for any help you can offer.

Diesel engines are a different breed on small engine equipment, so most of us, myself included, don’t work on them to often. I’ve included a service manual for your project which includes troubleshooting procedures, which I go to when working on them. Trying to explain what to look for and how to proceed gets very confusing for both the writers and readers. I hope this will help you or a diesel tech will chime in. Good Luck. https://www.toro.com/getpub/45560

So to be clear
The lift pump is pushing fuel to the injector pump but when you loosen the lines between the pump & the injectors no diesel out , Is this what is happening ?
If so remove the lines to the injectors run the lift pump while slowly turning the crankshaft by hand.
You should get diesel coming out of the injector lines, one at a time at lift pump pressures if the valves in the pump are OK
When full of air a lot of injector pumps will not work till most of the air has been bleed off.
Being lazy I usually crak all of the injector lines at the head then use aerostart down the air intake to run the engine for a minute or two
If the pump fails to bleed then it comes off & goes out for a rebuild ( specialist job )
Modern diesel ( down here at least ) is only guaranteed for 30 days

Agree, you have air or a pump or two not working. Look up air bleeding Diesel engines.

see if you have a plug on the injection pump,if so,loosen it and wait, let it start dripping fuel out, tighten when no more air, then loosen all injector lines 3 turns at the injectors, keep spinning it over until you get a good steady squirt out of them, tighten each one as the get a good squirt, then try starting,Im not a believer in starter fluid on a diesel engine,I would use wd-40 or gas on a rag and let it suck it up through the intake

I would go one step further and remove the injector lines at the injectors and crank the engine for a few minutes watching for strong flow from each of them
This will purge any corrosion out of the lines so it does not end up accumulating in the injectors & blocking them
You can also remove the injectors and hook them up to the lines out of the engine to see if that are all spraying a fine mist.
This of course assumes it is a timed pump & not a common rail system..

In a common rail system, loosenn off the return line on the end of the rail ( before the pressure regulator ) and run the engine till you get flow with no air .
