Toro 20353 back wheel falling off

Starting my third season with a Toro AWD and after a few cuttings, the back left wheel fell off. I torqued down the shoulder bolt and cracked the beveled washer in the white cover. After replacing the washer, the wheel is still coming loose. Thinking about putting some loctite on the bolt to keep it in. Any thoughts about the loctite or is there a better solution.

I would try a locking nut. It won't come off even with the bouncing around. I've had good and bad experience wtih Loctite.

I’ve used loctite to solve these problem many times. Also make sure that the step washer, not bevel washer is mounted on the inside of the plastic cover.
