Hi all,

I am Rob.

I have a toro 13-38 HXL with a briggs 28M707 that will turn over but not spark.

I have replaced the starter solenoid, relay and coil pack.

I have not taken off the flywheel (I tried but its really on there)

my question is, my coil pack came with a flywheel key way, i have not changed this out yet. Could this be the cause to my problem?

thank you in advance to any help

Remove the kill wire from the coil and see if you have spark. If you do the kill wire may be pinched or frayed, causing it to short to ground, no spark.

Thank you I will try that tonight!

Is the kill wire the wire that connects to the seat to the coil?

IT is the single thin wire on the coil.

Toro use a rather complicated safety interlock on the XL series called "KeyChoice Reverse Operating System Module"
Every one in my run has gone bad and they took a while to find.
There is no way of fixing them without doing a dangerous safety switch bypassing and they are not cheap to buy .
Go to the Toro home page and download your parts book and service manual ( 492-4734 ).
Down here the module in over $ 100 and not stocked as there was a 3 week or more delivery time quoted by all of my suppliers.
