Thanks again for replying, but my gas tank never had a piece of metal like you have shown. I'm bad with letting parts lie around, but I'm sure there never a piece like that. Besides the throttle cable attaches to the underside of the rack & pinion as shown in the above picture.The throttle link is supposed to be connect to this View attachment 74566which is connected to a round rod protruding from the side of the engine using the hole on the right side of the picture. and the spring connects to the tab hanging underneath.. Some configurations used that hole for throttle control in cases where a throttle cable is not used. This picture should give some direction but the rod with the nut marked next to the A on it is not used with your engine, but it does illustrate how the throttle link from governor arm to pivot to throttle butterfly should be connected.
