Thanks again for replying, but my gas tank never had a piece of metal like you have shown. I'm bad with letting parts lie around, but I'm sure there never a piece like that. Besides the throttle cable attaches to the underside of the rack & pinion as shown in the above picture.

Oh My Gosh! I dug the tiller out of the back of the garage just now and guess what I found? You guessed it. The arm or piece of metal you mentioned. Memory is bad and I did not remember it.

I definitely value your input and I was not ignoring your advice. I thought we were talking about a variation of the model no. I gave you. Thank You very much.

So nothing goes into the hole I was trying to attach the wire?

Nothing goes in the hole where the bottom of the link is currently at. That hole is used for a different application. And the spring that is loose hanging in one of your pictures connects to the T shaped tab just to the left of the linkage hole
 
The plastic square for the throttle might need cleaning and lubrication. This is the piece where your throttle cable connects. With all the dirt and possible moisture these do stick.
 
idk what kind of tiller you have, but some of those old ones were built like tanks & had a flat head engine on them. i bought one of the merry time/mackissic tillers built as such with a flat head B & S. when that engine caused trouble starting, it was replaced with an overhead cam 6 hp B & S & has continued service with this tiller just fine. perhaps one of the predator engines would work fine, but this was replaced before the predator engine was around. fwiw.
