throttle problem

I volunteer at a local wetlands reserve on the maintenance crew. We have a Toro TimeCutter with a Kawasaki FR691V motor.
The throttle control lever will not stay in position and we CANT work out the cause. Hoping someone here may have experienced
the same problem and has found a solution.

It is a friction problem
People lubricate the throttle lever pivot when they lubricate the cable
Cable is good, pivot is bad
or
The pivot is worn because people keep on using engine rpm to control the speed
Solution is to take the entire cable & lever out then hit the pivot axel with a centre punch
or
No one has ever lubed the cable which is now rusted solid to the outer so when you move the throttle cable you are actually stretching the outer & not making the inner slide
This is also very common if the cable has never been lubed
