SV541 surging

My mower is 3 years old with 75 hrs on it. Up until now, the engine has run great. Then all of a sudden, the engine starts surging at all throttle positions. Did everything I could to solve the problem. I eventually purchased an aftermarket carburetor and installed ot. runs great. No surges. Now I have a new issue. If I turn off the engine, it will not start. I can spray carb cleaner in the carb while turning the engine over, and after about 10 shots the engine will stay running perfectly. I have tried to adjust the carburetor, no luck. What am I missing?

Sounds like the choke might not be working right, basically chokes are for starting only.....check into that.

Did you purchase an OEM carb or aftermarket? If aftermarket, it may not be the right one for your engine.

Does this mower have the choke and throttle in 1, As in to Choke it is throttle handle all the way up?

It was an aftermarket. It showed the the OEM crosses over with the aftermarket. Obviously their info is wrong.

What appears to be the problem is it will not suck fuel from the start. I have pulled the bowl and allowed the float to drop. Fuel flows very well. The only difference I can visibly see is the choke plate. Here are the pics.

There is a lot of $$$ to be made, or lost, on the internet blackmarket.....I mean aftermarket!
