Surging motor on NEW carb!?

The thing is, the original carb was doing the exact same thing.

Also Im looking at the old carb now, I don't see an idel screw or an air bleed jet? Are you sure this carb has those?
 
Also I did put the O ring in there between the carb and the block. It made no difference. I checked the valve spacing, it seemed pretty good. One was a tiny bit loose, I tightened it up, no change.
 
I hate to admit it but I just had a chat with chatgpt about all my symptoms and the model of my motor and it "confidently thinks" that the problem is just that the governor return spring is too weak. It looks ok visually but the machine does run much better if i put even a little extra pressure on that spring. BUT I believe it does still surge a small amount with the spring pushed. Much less, but its not a smooth consistent RPM. But much better. But also ai just makes everything up so that could be the right track or it could be complete BS.

I misidentified the carburetor you have. Sorry.

It is not a governor issue from what I can tell. The governor only one job and that is to keep the engine from revving to high. At the moment the governor is reacting to the carburetor not being able to hold a steady speed.
 
So what is causing the throttle to open and close then? If I manually open it, it revs up and runs better. So what is pulling it closed?
 
So what if its something I already ruled out?

What if the spark plug looks ok but just... is bad. Or if the ignition coil is giving spark but just not ENOGUH spark. Would those problems match the symptoms I'm having? How can I test them? I did use a spark tester on this thing early on and it was sparking, but I couldn't tell you if it was a "good" spark or a "weak" spark.
 
I have never seen a spark plug or coil cause this condition. They are electrical and the engine would have hard jolts like flipping a light switch on and off, very sudden.

I think we need to rethink the valve adjustment and use a feeler gauge. Lots of videos online about this process. Taryl Fixes All is a real good tech, but he wears a goofy costume to hide his identity, and he puts on odd skits.
 
I did that today too. One was good, one was a tiny bit loose. Got them both to around 0.005". Had no effect.

I feel like everything is pointing to that governor spring, but I just kind of doubt that's the problem.
 
There should be a thin long spring that hooks to the throttle with the linkage rod. Is that in place, or did it slip back out of sight? That thin long spring is a stabilizer for the throttle.
