Starting Issue

Hiyall, here is my situation. My Gear ring on my Briggs and Stratten 21HP engine busted into five pieces and i had to replace it. Here is my problem, i replaced the gear ring and had to drill three holes in the flywheel where the rivets used to be. i put everything back together and now all it does is turn over and not start until the battery dies.
Does this seem like a timing issue?

I am a rookie at this mower repair and i can use all the help that i can get.

There is a good possibility that the flywheel key sheared from not being torqued properly. Had one that turned 180 degrees once that was not properly torqued.
