Starter Cord Stuck

Hello,
Please can you help me? I have a Mountfield sp480t which has a Briggs and Stratton motor. I have serviced it adding a new air filter, spark plug, diaphragm and belt cover. When I put it back together, added oil and petrol (I drained both before starting the work - with a home made pump) I tried the pull cord which is now sticking after a couple of inches.
I took the pull cord mechanism off and when it's not on, it moves freely and seems to be as it should. Now its back in it's proper position, I have replaced all the screws and it's still sticking.
Please can anyone advise me?

You may need to adjust valves. Post engine Model xxxxxx, Type xxxx, Trim xx, & Code xxxxxxx numbers from engine. Thanks, Mark

does it retract properly or just too hard to pull? Remove the spark plug and see it the cylinder is full of fuel or oil. Don't do it indoors near anything like a water heater because if it is full of fuel it will spray out when you pull the cord.
