Spark plug gets gas fouled every cold start

It is designed to go over the adjustment screw after the small engine technician tunes the mixture. It is designed so that the consumer end user, e.g., you, cannot tamper with the settings and change the emissions of the engine.
 
Sounds like your carburetor's float needle isn't sealing properly when the engine is off. What happens is gas slowly leaks past it and pools up. Then, when you go to use the choke for a cold start, it's just way too much fuel and it instantly floods the plug. Before you touch any of the carburetor adjustment screws, I'd bet that pulling the carb bowl off and giving the float and needle a good cleaning will solve your problem. It's a very common issue on those Intek engines.

OK so it is optional for me? or could it act as a lock where the screw stays put? thanks sgkent I hope to get her back together in next few days

yes definitely something inside carb. I actuely dissassembled it the float wasn't punctured I'm no carb expert even a simpley one like this. so opted to replace an hopefor the best.
now I do run the carb dry when done mowing. it was so strange to see fuel shoot up in air though then blown head gasket. hopefully w/ new head gasketan carb she won't gas foul anymore. thanks Fixit Frank

if fuel blew out the carb intake, that might mean a sticking intake valve or incorrect ignition timing. Some of these engines have plastic camshaft lobes that are pressed on. They can change position and cause that too if your model has something like that.
