Snapper ST1842 Deck Height Adjustment Problem

I just bought a Snapper ST1842 from Wal-Mart and proceeded to cut my lawn discovering that with the deck height set at 6 (highest level), it scalped my yard. I went ahead and measured the deck height and found that at level 6 it was 2 3/4 inches off the floor. I couldn't even lower the deck to level 1 because it bottoms out at level 2. I checked the specs online and the deck should adjust between 1 and 4 inches. Does anybody know whether there is a way I can adjust the mower height? Any suggestions or comments are appreciated. Results read pages 19-21 in manual & see if that helps, make adjustments on level surface.

The instructions were read and were found to be set at the max height.
I contacted the service department at snapper and talked to a tech and after discussion was directed to a local service center.
They acheved only a slight improvement and after an inspection, I found that they had mearly jammend the adjusting nuts tighter.
The deck still does not raise to the advertised height and can only be set at number one by jamming the height shift lever to the bottom.
I like the features of the ST1842 but wonder if this is a " second " built for Walmart and not the quality that Snapper advertises for their main lawnmowers.
