Snapper SR928 Hard starting

.....Ok....So I got this Sr928 for FREE!! Guy said it wouldnt start. He left it outside for 2 yrs!! I took the carb bowl down....Jelly!! I soaked the carb overnite in the tank. Cleaned her up really well. Put it back on emptied out the fuel tank, put in fresh fuel and she started right up after a few cranks.....Runs and cuts really well. Problem is, when it sits overnite, or the engine is cold, it cranks forever to start.......when it does finally catch...it huffs and puffs then it smooths right out and runs good..What could be causing my issue? bad needle valve? Its got the 10hp Briggs on it!

Have you made sure the choke is closing all the way?

..yes the plate is closing all the way. I even stuffed a rag in the bore to choke it and it still cranks forever to start...Once it starts..it stumbles like it was flooded, but then it smoothes out and runs great....no loss of power or anything.

When it huffs and puffs does it smoke at all?
Maybe black smoke?

Yes it does blow black...too much fuel>?
