Small engine wont start

I have a small mantis tiller/edger my grandfather gave me, it has strong compression and good spark, and I took the carb apart and soaked it for 48 hours, but it
Won't even fire. I have messed with the jets and throttle but it's not making it do anything. I need this to help the lady down the road so if u can give me your thoughts!!! And the muffler screen is clean and free of clog. Thank you!!!

install a carb kit and adjust the high low jets out 1 1/2 turns from lightly seated I get it running then adjust accordingly to smooth it out

Good compression and spark, come on now keep going two more things, fuel and timing You cleaned the carburetor but is the fuel doing its thing?
