Should I be pissed at Kohler or Toro?

I have Toro with 25hp Confidant. 700 hours.
The governer let’s loose and the engine over-revs. 5 minutes later it is dead. Crankshaft broken.
 
It happens to alot of them. not just Kohlers.
I don't mean for this to sound condescending, but why did you (Or the operator) let it run that long over revving?
