Rough idle hard starting 22HP Briggs

Have a model 446777-type 0115E1 Briggs I have cleaned carb new gasket kit,cleaned and set valves new gaskets, good spark, 1.5lbs fuel pressure,around 95 lbs compression on both cylinders, new flywheel key. (not sure how to check or set timming) Engine runs good at high speed under load and with no load.
Just not sure where to go from here.Be grateful for any help with this problem.

How did you clean the carb? Ultrasonic cleaner, chemical dip, etc? Sounds like you might have to buy new carb to correct the rough idling.

Sounds like the idle air bleed circuit on carb is still partially blocked.

Make sure the small holes at the front of the carb are clean.

Usually a sonic clean and then a carb cleaner spray should do it.

It may also be the o-rings in the manifold but would thought it would do it all the time.

Have you checked the shear key for damage? It only takes a little dent, or crease to throw the timing off.

When you cleaned the carb did you remove the transfer tube? If you did you should have replaced the seal. If the tube is not installed tight, you may have an air leak which will not allow good fuel at low speeds. Also, did you check the float level? If it is set too low or too high (depending on if you have the carb right side up or upside down) you may be causing a lean fuel ratio. It should be level, with the carb upside down.

He did say he installed a new flywheel key.

check to see if the plastic intake is warped you will have to pull the carb off the intake if it is it will suck air and make it hard to start and it will run rough

Sounds to me like a vacuum leak.

12/10/13 Pulling carb. off again checking for any dirt I might have missed will check plactic intake. Could worn choke and throttle shafts cause this problem?

Thanks again for all the help. (already broke the hammer)
