Right steering control works in Reverse but not Forward

My Dixie Chopper Right steering control works in Reverse but not Forward. When the throttle is high, I can hear a whining sound when I move the Right steer control forward. Reverse has full power.

The Left Steering control has full power in reverse and forward.

Hydraulic fluid level is normal. All belts appear to be in good shape and tightened.

I am mechanically handy and should be able to repair it with some guidance.

Check the front hydro mounting bracket to see if it is broken. Also check the idler arm to see if it moves freelly and is not hitting the frame and keeping tension on the belt. Proper position of the idler arm is parallel to the frame. Spring tension is three inches compressed. You can adjust the idler arm position by sliding the engine forward or backward.
