riding lawn mower only clicks

i have an older lawn mower craftman brigs ans stratton 13.5 model 28r707 type 1120-e1. when i turn the key i hear a small continues beep and it clicks. the battery has been replaced the battery wire's are replaced the solenoid was replaced, the starter has been replaced, the ignition coils has been replaced. the spark plug is new, the fuse (15) is new. i dont know much about repairing or trouble shooting however i have replaced all these items trying to have the mower engine crank. i have tested the brake switch, the blade switch, and the key switch, with a multi meter and they work. the safety seat switch was bypassed. if i understand correctly if any of the switches would be bad i would not get the click from my solenoid correct?. i have tried checking spark between my spark plug and ignition coil and i have no spark. OH. the engine is not seized either, confirmed that by attaching voltage straight to my starter with the jumper cables. now the kill wire was originally (when i got the used mower) attached to a toggle switch that connected to my optional wire from the engine and the yellow wire to my magneto. i eliminated the toggle switch. connected my kill wire to the yellow magneto wire. if i read the wiring diagram that would be correct right ? now what am i doing wrong? all the wiring should be correct right ? or am i missing something. whats my next step? i plan in putting new wire from the ignition coil to the yellow magneto wire just in case it may be bad. and then checking spark with the kill wire connected and disconnected but i did this last time and no spark through the tester.. help!! i cant find new videos on you tube.

Whew, you've thrown a lot of parts at this machine. Good you posted engine #, also post mower # (probably sticker under seat) - others can look at parts/wiring diagram.
Why did PO have a toggle switch on kill wire? Maybe the only way it would work? Worth trying it back in there.
If the solenoid clicks and inner plate connects 2 big poles - positive lead power is delivered to the starter. It will spin.

There are 2 solenoids
One on the carb that makes a faint click and one on the starter than makes a loud klack

If the starter will spin the engine without the plugs out but won't with the plugs in then the decompression system is not working.
