Revs at full throttle when engine starts running

What is causing my Craftsman 37299 Lawn Mower to rev at full throttle after the engine starts running? Is is a 132cc overhead engine.

Check and make sure the throttle shaft in the carb is able to move freely. Sometimes when a mower sets for the winter old fuel residue will stick the throttle shaft in the full open position.

I will do that. I did run it out of gas before winter. I just put some fresh new gas in and this problem popped up. Never had this happen in all the years I've been mowing grass. Always something new to deal with. I did drop the fuel bowl down and sprayed the inside of the carb, but I really didn't do it right I guess, because I still have the problem. Thanks for the information, I will check that out. I hope that's all it is. I was thinking the throttle cable was not releasing properly. I even sprayed that real good, but to no avail.
