Tecumseh OHV16-204211C gets spark, will start &run with the ground wire disconnected and when I want to stop the engine, I plug the ground wire back in.

This is backwards so when I found the problem I replaced the solid state ignition but that didn't help.

Any ideas what would cause this?

That is exactly as it should work.
The safety switches ground out the coil to stop the engine via the wire you are disconnecting.
So you have a short in one of the safety switches.
