Repairs replace torsion spring on Troy-Bilt cultivator Model #: TB146 EC

Pulling the lever does not make the spring move in order to engage tines. I believe the spring has sprung(!).
I can buy the spring, just haven't found directions on how to replace it.

have you tried spraying some penetrating oil into the place where the cable goes into the spring casing? disconnect the throttle cable at the carb and remove the cable and sheath from the machine. place one end in a vise and move the cable back and forth through the spring. if you're satisfied its free, add some light machine oil and hang it up so the oil works its way inside the cable/spring. then re-install on your machine.
