Repairing rust on a garden trailer

Hello, I just bought a garden trailer to haul around some fill dirt. It's solid but in some areas the paint is peeling off and it's rusting. I'm wondering if I could belt sand the areas (or the entire thing) and then use metal spray paint on it? Or if not what should I do? Thanks!

If it hasn't rusted through just grind off the rust or sand paint with some rustoelum. If it has rusted thru cut out a square and weld some new stuff.

Personally id just ignor it just spray paint to make it pretty its a lot of work for a garden trailer lol
