Recoil Starter Squeal - Old style Briggs

All by previous comments are spot on from my limited experience. The only thing I will add is to inspect the balls and the ball sockets in the ratchet mechanism. If you see any dents in the ball pockets the ratchet needs replacing.

The balls are hard and the ball pockets are soft, eventually the balls makes dents in the pockets and the balls hang up (get stuck) in the pockets and fail to release.
 
There was a service bulletin that came out 30+ yrs ago stating that if you replaced the starter (recoil) assembly with a newer style that you needed to shorten the center of the plastic disc by approx 3/8 to 1/2 inch due to the newer starter being thicker and causing it to bind. I found out about that when I got a tiller with a 5hp BS Horizontal shaft that would continually shear the flywheel key due to the starter catching and loosening, allowing the flywheel to loosen and shear the key.
