Briggs made plastic clips that would snap over the post on the starter housing don't know if they are still available. would be worth a try.
Those plastic ( nylon) pieces allowed the pulley to turn more freely without wearing things hen not mounted. They are still available but not shown on all IPL. Less than a month ago, someone wanted them, and I gave them the part number, and they bought on-line. Most of what you are after ( metal bending tabs) are not absolutely necessary. Most engines will operate properly ONCE ASSEMBLED without them. They hold the pulley and spring from popping out until mounted to engine ball clutch which pushes the pulley up and a bit away from the tabs if all is normal. However, you will likely forget the tabs are gone the next time someone takes it apart and get a surprise, and I am not sure the spring is still available from B&S but most likely is from aftermarket if not. A used housing is always an option. Some after market housings are available but many variations exist. Go by proper part number.
