Rear self propelled wheels lock up when I disengage

When I first mow the rear wheels will lock up when I pull the mower backwards. I have replaced both rear wheels, (the teeth were worn) I replaced the Pawls the springs and cleaned all the components. Is there anything else I need to do on this mower, after I run it for a while it pulls back better any clues

Just asking but is this mower a Honda?
